A couple of newbie questions.

I am new to blender and I am using it to model some parts for a 3d printer. I have created 2d parts in AutoCAD and have imported a .dxf in to SketchUp and then into Blender as a Collada file. I tried the native .dxf importer but could not get it to import the file at all. So that is the history of what I have done so far. After looking at the resulting imported file in Blender I notice that each of the elements of the original drawing ended up in separate layers. Can you create new layers in blender and can all of the separate elements be moved in mass? Secondly I intend on extruding this on the Z axis to the thickness that I need for the part. My question here is how can I add a face that does not fully cover the interior holes that are on the drawing. Below is an attached graphic of what I am working with. Thanks for helping this poor newbie. 8-)

Sorry could not attach an image or link. The drawing is a large circle with multiple smaller circles on the interior.
