Can't position <ul> horizontal menu

Hello,
I have a simple horizontal menu using an unordered list code. It works great except for the fact I can't position the menu against another <div>. No matter what combination of css code I try, the menu positions itself about 1/8th of an inch above any other <div>

Here's the menu code I'm using:

Is there any thing anyone can see that would prevent me from doing this?

I got it almost sorted and it's working great. The last hurdle I am trying to get past is have the unselected tabs center the text properly. The tabs are positioned perfectly but when I try to add top and bottom padding it pulls the tabs away from the other div.
