That isn't so hard...
You could use mouseover buttons. When you roll the mouse over a button... it changes colour(you could make it transparent). just put the drawing on a layer, then , add a layer over it, then add your buttons there. Each button has only the over frame and the hit frame, the over frame could be the contour of the room or a transparent "thing", the hit frame, oh...you get the idea); now... problem is that you have to make a button for each room or region. attach some code to each button. let's say:
on frame 1 you would have the buttons for each room(placed over your blueprint,or what's it's name...hmm...floor plan) and on frame 2 you would have a empty movieClip labeld room_info in wich you load info after you click on a room.
each room would have a separate .swf file, eg. "G7.swf" that you load. this way you can edit each room's info separately from your main swf...
you would want that because a room could change purpose or whatever .... the information about it could change
also, on frame 2 you could put a BACK button...just add
also...to stop the loop of the movie, add stop(); on the first frame.
