How do I create a White Square layer above my image

I'm looking to added a white square box layer effect.
It easier to show you how the effect looks then describing it...

Here is an example
brainlink dot ca / whitesquares.jpg

as I am unable to post links here are instruction on getting to them...
Google these 3 words: HP brochure business
click the first link, scroll down until you see the brochure with the women in the red shirt. That is the effect im looking for...
