Layer or image rotation changes dimension ratio

when i paste an image from file as a new layer or image the dimensions remain consistent. however, as soon as I rotate the image or layer 90 degrees the dimension ratio changes. When I go into the scale image function and manually put in the desired dimensions it reads right in the input field boxes, but visually on screen it is obviously not represented in the correct dimensions. This makes it difficult to design when the visual output does not match the desired dimensions. If I return the image back to it's original orientation via the undo function the image reflects the proper dimensions both numerically and visually.

Is this simply a glitch or is there something I am missing? I know for a fact it is not an optical illusion.
