Layers confusion

I am confused about layers. I purchased one of those help type books, and a big point is made that you should make adjustments on new layers, not on the background layer. My problem is that I can't seem to make new layers respond to various efforts at retouching.

For instance, if I select the sky for darkening, copy and paste to a new layer, it seems very difficult to make the new layer respond to my efforts to darken the area.

If I want to use the spot healer or clone tool on a subject's face, I use the scissors tool to select, then copy and paste to new layer, it seems that the spot healer is not effective on the new layer.

Generally, I punt and go back to the background layer to make my adjustments, but somehow figure this isn't quite the right approach.

Suggestions/advice would be most appreciated.
