Returning records where the seconds = ??

What syntax would I add to this querry that will return only records with 12 seconds in the datetime field? Or how can I querry every 4th or 5th record? Thanks



SELECT b50_outfall_0.timestamp, b50_outfall_0.B50SSSPHI50_VAL0, b50_outfall_0.B50SSSFLI50_VAL0
FROM cimplicity_logging.b50_outfall b50_outfall_0
ORDER BY b50_outfall_0.timestamp
