Very slow - Oracle 10g DBA_TABLES, DBA_INDEXES

I ran a SQL statement on an Oracle 10g DBA_TABLES, DBA_INDEXES, DBA_TAB_COLUMNS, DBA_IND_COLUMNS.
Purpose : to find out which tables need to have re-index.
The SQL statement ran very fast in both DEV and PRD systems but hang up in QAS.
How can I fix the problem ?
I found I can't use BRTools to have table reorgan. on the SYSTEM tablespaces.
So, could you tell me how to fix this slow performance problems on these DBA tables ?
