I use PSP 9 but this person may have had PSP 8. Both have the Fisheye Lens Effect.

Note: These suggestions are for PSP 9 only but may work with PSP 8.

Launch PSP and open your JPEG image.

Go to the Main Menu, at the top of your screen and click: Effects > Distortion Effects > Lens Distortion.

Under Settings change the Distortion type to Fisheye. The Field of view default is 100. Increase for more distortion; decrease for less. When finished click OK.

With the image window STILL OPEN* and...
If you wanted a transparent background; go to the Main Menu and click Edit > Undo Lens Distortion. Then click Layers > Promote Background Layer.
*(When the image is closed, all the 'history' is lost and you can't undo anything).

Now, again, click on Effects > Distortion Effects > Lens Distortion. Your previous settings will be applied to the image again.
To the right, in the same Lens Distortion window, under Edge Mode: tick Transparent. Then click OK.

Now click File > Save As and change the Save as type (format) to PNG or PSP. It can't be saved as a JPEG.

................

FWIW
PSP 9 comes with 2 Fisheye settings. Fisheye and Fisheye (Spherical).

You can see the difference between these better with the Field of view set at 150.

A Fisheye image looks like it's wrapped around a softball.

A Fisheye (Spherical) image looks like it's stuck to a basketball.
