Linking Question

On my site, I have a script to tell me the latest posts on my forum while looking at my site. The other day someone made a topic title really long and it messed up the sites layout.

How would I make a link that cut's out after so many words like "this is a top..." anybody know?

Edit: Some more Exasamples in case you didn't understand.
"click here t..." or "Hugh updat..."
