Angry Number Increase

Hi there

I am struggling big time to achieve what i need to!
I created a table without IDENTITY so i dont know what is best there.

Columns include a number value only eg:
ABC1500

Every time a new record is created in another table, this value must increase by one.

How do i make the number increment by one each time if i am not using identity? Second part is how do i return the last number value inserted.

This may be simple to some but i cant get my head around such a simple thing.
