Scrolling game in vb?

hi,
i asked my visual basic lecturer to give me a task (last time i did he told me to make pong - i succeeded with that task), but this time he's asked me to make a sidescrolling game (much like super mario world). there are a few specifications that must be met:-

1. must be able to go fullscreen
2. must have parallax scrolling
3. must have a text-based map

does anyone know (even just the basics) about how to do any of these within vb? even a point towards a scrolling game tutorial would help...
