Vb Help!! Urgent

i am a newbie here in the forums and a not so good visual basic programmer..

i was asked to link a webpage to my VB program that everytime a person tries to connect to the wifi server in our campus.. the VB program will block the persons access with a webpage that asks him to buy an account..

weve already done the webpage.. but the problem is we dont have any idea in putting it in to work..

i hope you master could give me some enlightenment..
